Very doubtful. That is a mud-dauber wasp. They are predators of other insects and drink nectar. The wasp may have been attracted by whatever was eating the leaves.

Some wasps and bees will use bits of leaf in their nest, but they don't do as much damage as herbivorous insects like caterpillars.
